Bug Name: Manually deleting GSM cells

Bug Report: It would be nice to be able to remove GSM cells from the database, since it can happen that, for one reason or another (such as a bad GPS fix), a cell's bounding box becomes overly large, practically "losing" the cell.

I wanted to add, with respect to bug 0035 (sorry, I don't know how else to contact you about it aside from opening a new bug), that unfortunately connecting to the TomTom only after letting things "settle down" doesn't work, because the TomTom still sends the old buffered data at the beginning - no matter what. It's true that it's not a bug in WhereAmI, but I thought that perhaps it's not too uncommon for other GPS's, too, to give some wrong data just after a fix... and once the GSM cell uploading mechanism is in place, uploading incorrect data would be a serious problem.
