VIM for EPOC was ported to EPOC by Keith Walker. I 'ported' it from ER5 to ER6, it was quite easy. You can download VIM for ER6 here, it has been tested on a Nokia 9210 and compiled with the GnuPoc project. It still has some bugs but works quite well. Both source code and binaries are available, but unfortunately no .sis files (yet) because makesis does not work on my Linux machine. You are welcome to redistribute VIM as both source and binary, and also as .sis file.
